In the mid 1990s, Columbia was faced with the demand for additional space to support its academic and research mission.  A study was commissioned to analyze the Morningside campus and the surrounding communities to identify areas that might meet this need.  The analysis involved senior managers of the University as well as elected officials and community residents.  The result of this work was published in December 1998 as The Framework for Planning.  The inclusion of community representatives is one of the most important features of Framework.  As the communities' and the University's needs change over time, it is a credit to all those involved in its development that Framework still serves as a resource and informs decisions.
